Programme Manager - Horsham Enterprise Park
West Sussex

£500-600 per day inside IR35
6 Months initially with potential for extension

West Sussex County Council are looking for an experienced programme manager to take forward the Horsham Enterprise Park development on the former Novartis site in Horsham. This is a mixed used employment and housing scheme which has already received outline planning permission. The council has a partnership with Muse Developments Limited to deliver the scheme over a number of years. The role is to lead the project from the council side and to ensure the delivery of the programme to the local authority's requirements. Some local authority experience is an advantage as is a broad professional background in development/regeneration. The role will entail managing multiple stakeholders both within and outside the council as well as enabling effective community engagement. You will need to show experience in leading projects, meeting budgets and timescales and be self-sufficient. This is a unique and exciting opportunity. Role context
West Sussex County Council's key driver in acquiring the site formerly owned by Novartis Pharmaceuticals was to build on its long-established position as a major centre for high-value employment in Horsham. Outline planning permission was secured in February 2020 for the creation of 300 new homes in a variety of tenures and up to 25,000 square metres of employment space. In March 2021 the contract for a developer partner was awarded to Muse Developments Limited.
The next stage of work involves the successful discharge of pre-commencement planning conditions, submission of a reserved matters planning application for the first phase of residential development, and the submission of a reserved matters application for the first phase of commercial development. The latter requires the acceptance of heads of terms for pre-let agreements with commercial occupiers and the conclusion of management and funding arrangements for the enterprise hub. In addition, the role necessitates management of the governance arrangements for the project, namely the project steering group. Significant community engagement and consultation will also occur throughout 2022.

Please note we require the postholder to work 2-3 days a week from mid-February 2022 for approximately 6 months. There will also be a handover period with the current postholder in January & February. The post will be mainly working from home with need for occasional travel to meetings.
