A unique opportunity has arisen to work for a well-established highly reputable regional Civil Engineering company who undertake a diverse range of civil engineering projects on a nationwide basis. They specialise in EHV cable installations, fibre optic installations, utility diversionary schemes, roads, and sewers.

Role Description

We are seeking a permanent Civils Estimator to work for a very well established highly reputable regional civil engineering contractor based in Hertfordshire. The organisation has a turnover more than £30 Million per annum, employs over 200 direct members of staff and specialises in EHV cable installations, fibre optic installations, utility diversionary schemes, roads and Sewers, Infrastructure Works, Land Remediation, Bulk Earthworks, Structural Concrete and Sub-structure works including foundations, drainage, external works and Hard landscaping. The Estimator will be responsible for tender preparation from received enquiries, including preparation of bills of quantities from drawings and specifications, pricing and submission to the Client. The estimator will need to have a very good understanding of DNO works in the public highways and NRSWA for cable projects ranging from LV up to 132kV. The ideal candidate would also have ICP / switchgear experience.

Key Responsibilities

Estimating role ranges from relatively small schemes through to very high value projects and frameworks. The responsibilities start from the initial client inquiry which includes but not limited to the following:
1. Review of bids to determine if the inquiry is core business, within strategy, within risk profile, within geographical preference and obtain agreement to bid

2. Upon confirmation to bid work with the Bid Coordinator to issue the bid support team a task matrix listing individual roles within the bid process. Monitor the process in terms of time line and content to ensure all actions are completed within the allotted time frame and to expected standards

3. Attending client pre and post tender meetings

4. Prepare cost models from first principles for use when estimating, budgeting, and forecasting. Keep cost models up to date with current rates from Labour, subcontract, plant and material resource

5. Liaising with the bid team members and Delivery Managers to determine outputs, programme, resource, approach to pricing of schemes

6. Tender Submissions to include preparing, negotiating, and analysing costs for tenders, review of terms and conditions, prepare subcontract tender packages if required, evaluate subcontract responses

7. All pre and post tender commercial activities, including attending post tender reviews, BAFO meetings and presenting bids to client

8. Tender handover to delivery team & QS as part of Project Pre-Start meeting, provide detailed build up to rates and pricing

9. Support Bid Coordinator if required for pre-qualification questionnaires

10. Final bid review and sign off with Directors and bid team prior to submission of bid


General Duties

  • Pricing tenders and general estimating duties
  • Proactive and positive approach to the management of key client accounts
  • Maintain and update the tender register
  • Attendance at company and external contract handover meetings
  • Compilation of program of works (where necessary to assist the Project Team)
  • Site visits and tender review meetings as required
  • Commercial support to Project Managers and Site Agents where needed
  • Participation in delivery of presentations on specific areas of bids / new business initiatives
  • Identifying opportunities for introduction of new innovations and industry products
  • Proactive problem solving
  • Assisting the bid coordinator with Pre-qualification questionnaires if required
  • Maintain an up to date understanding of technical, contractual, and commercial developments


Essential Qualifications/Experience/Skills

* Computer literate with Excel, MS Word, MS Project, MS PowerPoint
* Trustworthiness and discretion when handling confidential information
* Self-motivated but able to work as part of a team
* Degree or HNC in estimating or equivalent (this qualification is not a necessity. However, it may be required for all new applicants applying for this position)
* Minimum 5 years' experience in similar position
* Competent in use of MS Word, Excel, Project, PowerPoint, and Office Outlook
